Which agency makes the Budget in India?

The responsibility for framing the budget in India is entrusted to the President of India. Under Article 112 of the Indian constitution, the President shall cause to lay before both the Houses of parliament every financial year a statement of the estimate receipts and expenditure of the Government of India for the year.

In practice, the president instructs the council of Ministers to undertake the job and the job is performed by the Ministry of Finance.
