What are functions of High Commissioner for Human Rights?

A proposal for the creation of the post of United Nations High Commissioner for Human Rights was approved by ECOSOC way back in 1967 however it was passed by general Assembly on December 20, 1993.

The functions empowered to High Commissioner:

  1. To promote and protect the effective enjoyment by all for civil, political, and social rights including right to development.
  2. To provide advisory services, technical and financial assistance in the field of human rights to States that request them.
  3. To co-ordinate United Nations education and public information programmes in the field of human rights.
  4. To engage in dialogue with different state governments such that provisions of the human rights could be implemented effectively in the domestic law.
  5. To co-ordinate human rights promotion and protection activities through the United Nation System.
  6. To rationalize, adapt and strengthen the united nation machinery in the field of human rights.
  7. The High Commissioner is required to report annually to the Commission on Human Rights and to
    the General Assembly through ECOSOC.
